" We must give Oklahoma families the opportunity to thrive and prosper. We must give all Oklahomans the tools necessary to pursue the American dream. And then, we must get out of the way"

This Needs Assessment and Resource Inventory Report was designed to be submitted to our federal partner, the Substance Abuse and Mental Health Services Administration (SAMHSA), in partial compliance with requirements under the Mental Health Transformation State Incentive Grant program.

However, this report is much more than that. This report has the potential to provide Oklahoma with a comprehensive view of our strengths, resources, and needs specifically related to the areas of mental health and substance abuse. It is intended to provide a framework for planning, decision making, evaluation, and eventual celebration of our achievements.

Appreciation is due to the over 1000 people who took time in recent weeks to share their experiences and their dreams. Persons with substance abuse and mental health service needs, along with their families and those who serve them, must have hope in order to begin their ecovery. Their voices have guided this work.
